Most certainly, I use a variable attenuator just for BBC4 which broke up badly without it before phase one of DSO, and I expect I'll have to tweak it after final DSO when all signal strengths increase.

The aerial chain is Toppy1 (bad), Toppy2 (good), TV (good).
Could be too strong a signal at Toppy 1 which relays an attenuated signal to the rest of the chain, try a 3-6 db attenuator at Toppy 1 aerial input. Variable attenuators are available

@ dwright Supply voltage should be 3.3v on pin 3 of U20. Output on pin 2 is 1.5v. Pin 1 is grounded via R98 @ 24 ohms & decoupled by C140, 0.1uF. R96 is a 120 ohms resistor 1% tolerance between pins 1 & 2 If 3.3 v on pin 1 is stable, check/replace C48, 220uF/6.3v on pin 2 U20, also check C34...

In many reports about a 'fixed' Toppy the 22V is sitting at 25/26V Indeed looking further into the circuit dia. it does state 24v at JP4.2 :?
