I have extended my instructions for installing "ftpd-topfield" on a Raspberry Pi to include rt2mei, and Hopefully improved them by use of a better choice where several methods are available. They include links to allow download of all the necessary files without having to enter urls.

The latest version is available from here.

Used your instructions to setup a Pi 3b to use FTPD-Topfiled so I could transfer files to my PC.
Got it setup like this
Toppy (USB) => Pi (ethernet)=> powerline => powerline(ethernet) => router (ethernet) => PC
and works really well, getting a steady 2.2Mb/s transfer rate.
Found one small error in your instructions, in section 5.3 the 3rd command says
sudo cp /tmp/puppy /etc/udev/rules.d/10-Toppy.Rules
should be ?
sudo cp /tmp/10-Toppy.Rules /etc/udev/rules.d/10-Toppy.Rules
also the case is different in the name of the rules file i.e. when you down load it the file is 10-Toppy.rules but your instruction (and the source file name in the table is 10-Toppy.Rules.
